If you have an r9.8 /2018 R1 license, you do not need a new license for erwin DM 2019 R1, but you do need to have active maintenance. If you do not have active maintenance, and you install erwin DM 2019 R1, it will upgrade your current erwin DM 9.8, but you will not be able to launch erwin DM 2019 R1.
